Allow emails to be manually re-subcribed to email list when accidentally opt-out from Online Express

Currently, if a constituent unsubscribes from an Online Express email, they cannot receive email again - even if they phone us up and request to be re-added. I understand that there is a way to resubscribe them via the Online Express sign-up form, but we also collect email addresses on our general "stay in touch form" which gathers postal address, telephone number etc in addition. If they fill our "stay in touch form" in and give us their email address, we cannot add them back on...
