In OLX Provide a way for donors who have opted-out of email communications to still receive donation confirmation emails

If a donor opts-out of our mass emails, they will also be excluded from receiving other emails generated through OLX such as confirmations for an online donation.  Some of our donors do not want to receive our email communications but still contribute but are not receiving their acknowledgement email because they opted-out.  Also, there is no override feature, so to send a confirmation, we need to manually type something up with all the appropriate details.

I was shocked when I came across this - that it's actually blocking confirmation emails when a donation is made online just because someone has opted out of email - which should only block emails sent through email marketing.  Receiving a confirmation email is a transaction based communication, and therefore it should not be blocked.  A person has a right to receive a confirmation email even if they have opted out of email communication.  Imaging placing an order on Amazon and not receiving a confirmation email that your transaction has been processed, or shipped.
