Mark receipt 'refunded' in events
when you have event registrations where you also allow donations, or you do split receipting with benefits and partial receipts, we need to be able to mark as refunded, resend the receipt etc. Because there is currently no way to view event transactions, we have to do everything in RE instead of OLX, re-issuing offline receipts if a change needs to be made
