Unfortunately, with Online Express, what we see here is by design. When a registrant goes online and purchases multiple tickets or price units for the event, the record will enter Raiser's Edge and create a separate participant record for each ticket or price unit that he/she purchases. So, as you see here, Richard is showing numerous participations for each ticket purchased while the other registrants you entered inside of Raiser's Edge and didn't come from Online Express contain one participant record for all tickets purchased. Unfortunately, this is not something we can fix as it is designed that way even though I would agree with you that I think it would be much better to just create one registant record for the entire purhcase. If this is not desired, all participant records would have to be consolidated in Raiser's Edge by hand after the fact, by deleting all of the extra participant records and adding the additional ticket information to the remaining participant record that does not get deleted.
