Add a 'cannot attend' button to the Event form designer options

Our organization does not hold many events, but when we do, constituents are invited through an e-invite that we send through OLX. Currently the only way for someone to send their regrets is by responding to the sender of the e-invite. A few e-invite recipients have voiced concern for having no such button.

    Currently trialing an attributes question 'Attending?', with yes/no option.  But then you have the problem with the email/screen message.
