Remove the functionality that the address has to be valid in order for email to be sent
If a constituent record is marked as having an invalid address, that doesn't mean that the email is invalid, yet OnLine Express will NOT send to these emails. It would be great to have this functionality removed, so that our constituents, no matter if they have an address or not, will receive emails from us!
