Add particpant query as option for Online Express email lists.
When working with events module I can't email participants who are not constituents because participant query isn't an option for creating email lists.

event participants need to be able to receive an email through OLX even if they are not constituents! Either figure out how to allow participant query types, or better yet, allow us to upload Excel email lists like NetCommunity can.
