Currently, most non-US countries' data are not pre-loaded in Online Express / Raiser's Edge. Therefore when a missing country needs to be added to support donations from non-US countries, it tends to be discovered reactively after a new potential donor is attempting to give a donation but does not find their country in the Country list, which of course is not a good first impression.  Then, if they do reach out for help and we update RE and OLX Integration Options accordingly to add their Country to this list, then the State list becomes a problem because it's a drop-down list and will not have their state in the list.  Therefore we need to add their country's states / provinces to the list in the RE States table (except for New Zealand) and update OLX Integration options again.  However, since there is not an explicit relationship between the country and the state, then when the user selects the country, they will still get a full list of states, including ones not from their country, causing more confusion.  

As a near term solution idea, if all countries could be loaded and when any non-US country is selected, auto update the State field to be simple user input field, letting the user enter it, that would help the user experience.

And as a longer term solution idea, a relationship between country and state / province fields should be established such that the State field is dynamic based on the Country selected.
