Allow event forms to accept donations with no registrants

Currently, OLX event forms require at least one registrant to be submitted. This is problematic in (at least) two situations:
1. There is an event sponsorship level which does not include tickets. (e.g. sponsor a table so our clients can attend the dinner, or sponsor a hole in the golf tournament)
2. Someone cannot attend the event, but would like to make a donation. We want to process these gifts through the event form so we can properly track the appeal which resulted in the gift.
We would greatly appreciate solutions to these issues in the next update!
