Allow an option for registrant attributes to be placed directly below registrant information
It's easier for users to add guest information if the attributes are listed directly below the registrant billing info.

Also add the ability to edit the header above attributes - right now it defaults to "Event Preferences" and not all of the attributes are preferences!
