I stumbled across an article today that explained that these are soft bounces and Support further confirmed that OLX will continue sending to these emails, unless they hard-bounce/opt-out, never sending it to hard bounce after a number of tries (like MailChimp would for example).
As it isn't best practice to keep sending to an email address, you would have to manually flag the email address in RE and at some point, decide when to remove them. OLX doesn't make this easy to administer, as the Bounce area doesn't give you any further detail of the reason for the soft bounce, or how long it has been soft-bouncing.
